DALTON WITH NEWTON TOWN COUNCIL

MINUTES OF THE MEETING HELD MONDAY 1 JUNE 1998

IN THE TOWN HALL. DALTON IN FURNESS. AT 7PM

Present Councillors. N Rothery, A Sherman, E Wilkinson, J Dent, J Phillipson. A Rothery, I Singleton, A Dixon, P Coward and NI Helm.

Minutes of the Previous Meeting After Amendment, Councillor A Rothery proposed that the minutes be signed as a true record. Seconded Cllr F Wilkinson.
MATTERS ARISING
(a) Display Cabinet Cllr Helm reported that a second hand oak display cabinet had become available at a cost of £55.00 and proposed that the Council purchase it. There was no seconder for this proposal. Cllr Singleton proposed that the Council did not go ahead with a purchase. There was no seconder for this proposal. Cllr A Rothery proposed dial this matter be deferred to the Planning Meeting in order for the Town Clerk to produce budget figures and Cllr would arrange for the cabinet to be brought to the Council chamber for viewing. Seconded Cllr M Helm. On a vote 9 for 1 against.
CORRESPONDENCE (a) Trees in Dalton The Town Clerk read a letter from a member of the public in Dalton which he had sent to the County Council complaining at the number of dead or dying trees in Dalton. It was agreed that the situation be monitored. Cur Helm proposed that a letter of thanks be sent to Mr Walton and ask him to keep the Council informed. Seconded Cllr M Rothery .Nem Con. Councillor Helm stated that it would be a nice gesture for members of the public to adopt a planter in the Town as they appeared to be neglected. Cllr A Rothery pointed out that they did not seem to be watered by the County Council any longer and proposed that the Borough Council be contacted and asked if they would agree to water the planters in Dalton if the three year contract with the County had now expired. Seconded Cllr Helm. Nem Con.
( b) Little Fields Footpath The Town Clerk read a letter received from a member of the Public regarding the overgrown state and amount of dog fouling on the Little Fields footpath the letter also asked if Dalton were to be provided with hanging baskets from the lamp posts as was the case in other Towns. Notably Barrow. Cllr Singleton proposed that a letter be sent to the correspondent explaining that the County and Borough Councils had blacked all the Town Councils attempts to provide Dalton with hanging baskets. Seconded Cllr M Helm. Nem Con. Cllr Singleton pointed out that it may be possible to clear the footpath with aid from P3. Cllr Phillipson proposed that the Borough Council be asked to provide doggy bins. Seconded Cllr M Helm. Nem Con. Cllr Rothery pointed out that the previous street sweeper that had been provided was needed and proposed that the Borough be contacted. Seconded Cllr J Phillipson. Nem Con
(c) Proposed Skate Park Letter received from the three young men who had approached the Council regarding the provision of a skating facility in Ruskin Avenue Playground asking for an update on the situation. The Council was informed that the Questionnaire had been drafted and would be delivered to residents shortly.

There was no Police representative in attendance.

ITEMS
1. WEBSITE This item was deferred.
2. ELLISCALES AVENUE Councillor Singleton told the Council that he had received complaints from some of the residents of Elliscales Avenue as the Road surface had recently been resurfaced and the roller had left the surface uneven and covered with loose gravel. Cllr Singleton proposed a letter to the County Council regarding the poor condition of the surface. Seconded Cllr L Sherman. Nem Con.
3. ST THOMAS'S VALLEY this item was deferred
4. CORONATION DRIVE BUS SHELTER Cllr A Rothery proposed that the Council contacts the Borough again and asks if the promised bus shelter was available yet. Seconded Cur M Rothery. Nem Con.
5. COUNCIL RESPONSES
Councillor Singleton pointed our that on several issues which involved both the Borough and the County Council letter which had been sent had not as yet received any response and referred to the Citizens Charter which promised a response within a certain time limit. Cllr Singleton proposed that a letter be sent to both the Borough and the County pointing out that is they promised to respond within a certain time limit then they should. Seconded Cllr M Rothery. Nem Con. Council A Rothery proposed that if no satisfactory answer was received then the Town Council approach CALC to ascertain the next course of action. Seconded Cllr M Helm on a vote 2 for 8 against. 6. ROAD SURFACES/PAVEMENTS Cllr A Rothery proposed that a letter of thanks be sent to the County Council for the work carried out on the pavements on Greystone Lane. There was no seconder for this proposal. Following discussion, it was agreed that the Town Clerk would locate the programme of works provided by the County each year and provide a copy for the Town Council to inspect.
7. FURNESS AND CARTMEL TOURISM Cllr Dent reported that he had received a complaint from the Landlord of a local Public House that in a recent brochure for advertising, Dalton had been missed of the map for this area. Cllr Dent proposed that a letter be sent pointing out this omission. Seconded Cllr M Rothery. Nem Con.
8.. COUNCIL STATUS Councillor Singleton stated that he felt that insidious undermining was taking place with letters to and reports in the local press ignoring Dalton or 'lumping' it in with Barrow. Cllr Singleton proposed that letters go the Chief Executive of Barrow Borough Council and the Elected Councillors pointing out that it was Barrow Borough Council not Barrow Town Council. Seconded Cllr E Wilkinson. On a vote 7 for 1 against 2 abstentions. Cllr Singleton also asked that it be pointed out to the County Council that in a recent press report of the local elections. Dalton was the only town in the list with the name of its district Council following
9. WALL OUTSIDE DODD'S
It was reported to the Council that despite a verbal report to the County Council the wall outside Dodd's the Florist of Market Sweet was still in a state of disrepair with the coping stones having been knocked off. Cllr A Rothery proposed that a letter go to the County Council asking them to replace the coping stones and asking for a generally good tidy up of the area. Seconded Cllr Helm.
10. TOWN CRIER BELL Cllr Singleton reported to the Town Council that the Town Crier did not have a bell and had to borrow one each time it was needed and asked the Town Council to consider purchasing a bell possibly second hand. The Town Clerk reported that she had a bell which she would be happy to give to the Town Crier.
11. TOP VISITOR ATTRACTIONS LEAFLET Cllr Singleton pointed out to the Council that the map that was printed on this leaflet had 3 discrepancies on the locations featured in Dalton. Cllr Singleton proposed that a letter be sent pointing out the three discrepancies. Seconded Cllr A Rothery. On a vote 8 for 2 abstentions.
12. THE HAGGS
Cllr Helm pointed out that at a meeting earlier in the year it was agreed that a letter be sent to a local farmer about the state of a footpath crossing his land although on recent enquiry the letter had not been received. The new address of the farmer was confirmed and Cllr Helm proposed that a letter be sent asking him if lie would be willing to repair damage to the footpath caused by livestock. Seconded Cllr Sherman. Nem Con. Cllr Singleton also pointed out that at a section of the same footpath called Little Mill further along, sand and Chipping's had been dumped making it difficult to pass. Cllr Singleton proposed that a letter be sent to Railtrak as owners of this section. Seconded Cllr M Rothery. Nem Con.
13. ST GEORGES DAY FESTIVAL Cllr Singleton proposed that the Council consider arranging a festival around the time of Halloween which would correspond with the original Charter granted to Dalton which was for three days including All Hallows Day the day before and the day after. Seconded Cllr M Rothery. On a vote 5 for 4 against 1 abstention. After discussion Cllr helm proposed that the Council did not go ahead with a festival. Seconded Cllr P Coward. On a Vote 4 for 5 against 1 abstention. Councillor Singleton's proposal was carried. Cllr M Rothery suggested that the Council consider an event for children which would take place around St George's Day on 23 April. Cllr Helm did not think that this was a particularly good idea without a Charter Secretary being in place. Cllr- Phillipson pointed out that the Council ought to think about asking the Public of Dalton what they would like the Town Council to do to celebrate the Millennium. Cllr Helm asked that this be put on the agenda as a separate item
14. ALE TASTERS MUG Cllr Singleton reminded the Council that the Ale Tasters mug and also the Trophy were not yet engraved and proposed that if it was not possible to have the engraving carried out for free that it would need to be paid for. Seconded Cllr M Rothery. Nem Con.
FINANCE (a) Furness Plastics. Bill received from Fumess Plastics for lettering to the Notice Board. Cllr Phillipson proposed that the bill of £569.99 be paid. Seconded Cllr E Wilkinson. (b) British Telecom. Cllr Phillipson proposed that the telephone bill of £66.86 be paid. Seconded Cllr A Rothery. Nem Con. (c) Zurich Municipal. Cllr M Helm proposed that the Annual Insurance of £239.76 be paid. Seconded Cllr L Sherman. Nem Con. (d) Viking Direct. Cllr M Rothery proposed that the invoice of £25.13 for an inkjet be paid. 98/0364/056 Field No 4757, Off Newton Cross Road, Newton Erection of a building for the storage of hay and farming implements. NO OBJECTIONS
98/0367/083 Co-op Store, Market Street, Dalton in Furness Display of internally illuminated fascia signs. OBJECTION. On a vote 3 for 6 against. The Town Council question the suitability of this design, in particular the need for the sign to be illuminated. 98/0398/148 21 Leece Drive, Dalton in Furness. Erection of an attached garage to side elevation. NO OBJECTIONS 98/0410/090 9 Tudor Square, Dalton in Furness Replacement of 3 casement windows with 3 mock sash windows to front elevation.(Article 4 Application). NO OBJECTIONS
98/0385/122 6 High Bank, Dalton in Furness Reserved matters approval for the erection of detached house with attached garage. NO OBJECTIONS.
The Town Clerk read a letter received from the Borough Council asking if the Town Council had any records of maintaining three street lights at Court Five, Dalton, Sunny Bank Lindal and Belle Hill Cottages Marton. Councillor Wilkinson confirmed that he had maintained the lights at Lindal and Marton under the UDC. Cllr Singleton proposed a letter to the Borough Council stating that the lights had been maintained by the UDC and also stating that between 1974 and 1987 the maintenance would have been the sole responsibility of the Borough Council and the Town Council had never maintained any street lighting. Seconded Cllr Phillipson. Nem Con.
DISPLAY CABINET The Town Clerk provided financial information but Cllr Helm was unfortunately ill and could not bring the cabinet for the Councillors to view. After discussion Cllr Singleton proposed that the Council accept the recommendation of the Town Clerk and not purchase the cabinet as it had not been budgeted for. Seconded Cllr Wilkinson. On a vote 3 for 3 against. Cllr M Rothery proposed that decision should be deferred until the cabinet had been seen. Seconded Cllr L Sherman. On a vote 4 for 3 against (with casting vote. Cllr Singleton requested a named vote. Those voting for were Councillors Phillipson, M Rothery and L Sherman. Those voting against were Councillors I Singleton, E Wilkinson and J Dent.
CIVIC SUNDAY Cllr M Rothery was now in receipt of the bills for Civic Sunday Cllr I Singleton proposed that Cllr M Rothery be reimbursed £52.72 for drinks provided. Seconded Cllr J Phillipson. Nem Con. Cllr J Phillipson proposed that the invoice of £290 be paid to the Red Lion for the provision of refreshments. Seconded Cllr I Singleton. Nem Con.
